- This is the first of several messages presenting a draft of a new
- charter for what we hope will be the next step for Baha'i-Tech: the
- Baha'i Technical Consultancy

- Why have a new charter?

- BACKGROUND
-
- The Baha'i-Tech E-mail conference was created in July 1992 as a spin-off
- from the "Baha'i-Net" E-mail conference over at MIT. There were several
- Baha'is, who were intrigued with the potential of using their computer
- and telecommunication skills to serve the Faith. Consultation about
- how to do this started in the spring of 1992 on the Baha'i-Net E-mail
- conference and after several months, there was enough interest and
- message traffic to support a new E-mail conference.

- Later, in November 1992, many members of the Baha'i-Tech E-mail
- conference decided to take advantage of the Baha'i World Congress
- gathering to meet and consult. Notice of such a gathering was posted on
- the net and several members managed to attend the meeting. One of the
- themes that came out of that consultation was the desire for the
- Baha'i-Tech mailing list to transition into something more than a just
- a electronic forum for discussion.

- The participants asked Mark Towfiq, Charles Cooper, and Barry Raveendran
- Greene to form a working group and re-draft the Baha'i-Tech mailing list
- charter with this theme in mind. They were also asked to arrange for
- some sort of appropriate "elections" of a Coordinating Committee to
- coordinate Baha'i Technical Consultancy projects, and provide some
- organization to our activities by next Ridvan.

- The following message reflects the results of our working group efforts.

- NOTES ABOUT THE CHARTER

- Firstly, take note that the charter serves as a stepping stone for
- members of the Baha'i Technical Consultancy (BTC) to organize into a
- true service organization. An organization where individuals, groups
- and Institutions can consult, initiate and coordinate computer and
- Telecommunications service projects that promote the Faith. The
- charter's application is not limited to E-mail conferences.

- Second, keep in mind that the charter is a living document. As the BTC
- grows and matures, it is to be expected that the BTC Coordination
- Committee will need to initiate re-writes of the charter for the future.
- Meanwhile, we have fulfilled the first, which was to create a useful and
- productive conference list in the Internet and FidoNet worlds. Step two
- will now be to coalesce into a Baha'i technical service organization and
- step three......well, hopefully God will show us the way.

- Finally, please be cognizant that your feedback is VERY important.
- E-mail provides an excellent way for ideas to be exchanged by a large
- number of people. Please help by reviewing the material, praying and
- meditating, and providing your ideas and thoughts. We need your input
- so please don't be silent!

- WHAT WILL BE NEXT?

- After enough consensus has been reached on the charter, we will submit a
- package with the new charter to the Universal House of Justice. The
- package will request guidance for one issue we cannot currently resolve:
- how does the BTC gain sponsorship from a Baha'i Institution? Hopefully
- we will receive guidance.

- When the guidance is received, the BTC charter will be re-written to
- obey the guidance.

- FIRST PERIOD OF CONSULTATION

- There will be a time limit placed on the consultation of the charter.
- At the end of the consultation period, an ideas and feedback will be
- reviewed, and a changes to the draft will be made. Another
- consultation period may be opened if consensus has not been reached.

- The consultation period will start once the charter has been posted and
- end Wednesday, 7th April 1993, 2400 EST. We have to get the charter
- to the Universal House of Justice as soon as possible and we have the
- formation of the new Coordinating Committee to consider. We therefore
- appreciate your kind efforts to help expedite the process.
